Phillip Schulman is a partner in Mayer Brown’s Washington, D.C., office and a member of the Consumer Financial Services group. His practice focuses on a range of matters related to real estate finance, mortgage banking and consumer finance in both the primary and secondary markets. He represents companies in the mortgage lending, title insurance and real estate industries in connection with administrative and regulatory compliance matters, including those involving the Consumer Financial Protection Bureau (CFPB), the Department of Housing and Urban Development (HUD), the Department of Veterans Affairs (VA), Ginnie Mae, Fannie Mae and Freddie Mac. He advises clients on matters related to approval, origination and servicing requirements under the US Federal Housing Administration’s single-family loan programs. He also defends companies in connection with governmental audits, investigations and enforcement proceedings, before, among others, the CFPB, HUD, the VA, the DOJ and the Federal Trade Commission, with particular focus on defense of False Claims Act, Financial Institutions Reform, Recovery, and Enforcement Act, Mortgage Review Board and Real Estate Settlement Procedures Act (RESPA) enforcement matters.
Schulman develops and analyzes proposed business plans and drafts related agreements and disclosures based upon applicable federal and state laws, regulations and rules, such as RESPA, the Truth-in-Lending Act, the Equal Credit Opportunity Act, the Fair Credit Reporting Act, the Fair Housing Act, state licensing laws, consumer credit laws, usury laws, unfair and deceptive trade laws and real property laws.
Schulman has authored dozens of articles on issues affecting the settlement service industry, and is a frequent contributor to The Title Report and other publications.

Charles Cain

Chuck Cain is executive vice president, agency, for WFG National Title Insurance Co., and has been in the title insurance industry since 1977. He is a graduate of The Ohio State University and the Salmon P. Chase College of Law at Northern Kentucky University. He is admitted to practice in Ohio and Kentucky, several federal district courts and the U.S. Court of Appeals for the 6th Circuit. He is currently a trustee of the Ohio Land Title Association and a member of the Government Affairs Committee of ALTA. He is former chair of the Real Property section of the Cincinnati Bar Association, a former director of the Cincinnati Mortgage Bankers Association, a member of the Federal Reserve Bank of Cleveland’s Fair Credit Task Force and a recipient of a special citation from the U.S. Department of Housing and Urban Development concerning Fair Housing Best Practices.
A native Cincinnatian, Cain has been a licensed title insurance agent for over 30 years, was an owner-operator of title agencies for 18 years and corporate officer with LandAmerica for over 10 years. He joined WFG as SVP in the Agency Division in August of 2010. Having worked in all areas of the title industry and with its customers he brings a great depth of knowledge of all aspects of the real estate industry.

Don O'Neill

Donald O’Neill has over 30 years of mortgage and real estate industry experience having served as a “C” level executive in both private and publically held companies. At WFG National Title Insurance Co. O’Neill serves as the company’s Deputy General Counsel and Chief Compliance Officer where he oversees WFG’s Compliance and Audit Department. In this role he is responsible for overall risk assessment and mitigation and the development of the company’s Compliance Management System (CMS). O’Neill is a member of the WFG Executive Management Committee.
O’Neill is a member of the state bar associations in Utah and Washington State and is admitted to practice law in the state and federal courts in both states. He is also a member of the U.S. Supreme Court Bar – Washington D.C. He received his Juris Doctorate and MBA from Gonzaga University.
