Brian Montgomery, is a Managing Director of The Collingwood Group and former U.S. Department of Housing and Urban Development (HUD) Assistant Secretary for Housing – Federal Housing Administration (FHA) Commissioner who oversaw the development and publication of the RESPA rule. As FHA commissioner, he was responsible for the oversight and modernization of the insurance fund’s $600 billion portfolio, and the operation and management of all programs within HUD’s Office of Housing, including FHA. Montgomery was also responsible for HUD’s regulatory responsibilities related to RESPA and the SAFE Act, the housing mission of the GSEs and the manufactured housing industry.

Gary Cunningham was formerly the Deputy Assistant Secretary for Regulatory Affairs and Manufactured Housing at HUD, who directed HUD’s efforts to develop and implement the RESPA rule, GFE and HUD-1 that become effective Jan. 1, 2010. He directed the regulatory and compliance programs of the Office of Housing and FHA, including policy formulation, rulemaking and enforcement nationally of RESPA and the SAFE Act. Cunningham leads Collingwood’s regulatory and compliance advisory practice focusing on RESPA, the SAFE Act and other statutes.
