Richard Horn led the final TRID rule while a Senior Counsel & Special Advisor in the Consumer Financial Protection Bureau’s Office of Regulations. He also led the CFPB’s design and consumer testing of the TRID disclosures. Richard is one of the foremost experts on the rule. He is currently in private practice at Richard Horn Legal, PLLC.
Prior to joining the CFPB, Richard was a Senior Attorney at the Federal Deposit Insurance Corporation (FDIC) in the New York Regional Office. At the FDIC, Richard worked on consumer compliance and risk management supervisory matters and enforcement actions, including TILA, RESPA, RESPA section 8, UDAP, HMDA, and fair lending.
Richard advises depository institutions, non-depository mortgage lenders and brokers, investors, title insurance companies, and technology vendors on all federal and state consumer finance regulatory compliance matters, including RESPA section 8, Ability-to-Repay/Qualified Mortgage, Loan Originator Compensation, UDAAP, HMDA, fair lending, and TRID. He also conducts staff training on TRID and other issues, and file reviews for his clients.

Dawn Lewallen is Senior Compliance Counsel for federal regulations and Senior Underwriter in the national Legal Department of Stewart Title Guaranty Company at its headquarters in Houston, Texas. She advises on RESPA, TRID and federal regulatory issues and compliance related matters. She served on Stewart’s CFPB Task Force as the legal counsel for the training and implementation of the TILA-RESPA Integrated Mortgage Disclosure Rule and other federal regulatory enforcement issues. She also advises on underwriting, RESPA and federal regulatory issues and compliance related matters. She also advises on legal matters related to digital technology and the real estate transaction including eSignature, eNotary, remote Notary and eClose.
Dawn serves on the Best Practices Task Force, the CFPB Task Force, and the Native America Lands Committee for the American Land Title Association. She also serves on the CFPB Task Force for the Texas Land Title Association. She is an American College of Mortgage Attorneys Fellow and has written and lectured on real estate and title insurance subjects for financial institutions, builder, lender and realtor associations and title companies throughout the country. Dawn received her Bachelor's Degree from Goucher College in Towson, Maryland and her Juris Doctorate, from Saint Louis University in St. Louis, Missouri. Following several years in private practice, she joined Stewart Title Guaranty in 2000. She is a member of the State Bar of Colorado and the State Bar of Georgia.
