He is an author of the Virginia online notarization law as well as the Virginia Digital Identity Management Law. He contributed a chapter on electronic notarization in George L. Paul’s Foundations of Digital Evidence (ABA, 2008). As a nationally recognized expert on the notary office and identity policy, he has testified before the U.S. House Judiciary Committee, and The Hague Conference on Private International Law, and has served as an ABA Advisor to the Uniform Law Commission Committees on Identity Management and Online Notarization. He currently serves on the Advisory Board of the European Commission’s LIGHTest Project.
